한국기자협회(회장 정일용)는 북한의 핵 실험과 관련, 9일 발표한 성명서를 영어, 불어로 번역해 미국대사관과 프랑스 대사관 그리고 국제기자연맹(IFJ)에 보냈다.

기자협회가 이날 보낸 성명서는 ‘지금이야 말로 핵무기폐기 협상이 필요할 때다’(Now is the time to negotiate the abandonment of the nuclear weapons in Northeast Asia)란 제하의 성명으로 “북한에 유감을 표하는 동시에 이번 사태를 통해 동북아 비핵지대화가 이뤄져야 한다”고 촉구한 내용으로 돼 있다.

또한 “북한의 핵실험으로 한반도 뿐 아니라 동북아시아와 전 세계적으로 군사적 긴장상태가 고조된 것은 북한의 책임”이 크지만 “핵실험까지 이르게 된 원인은 대북금융제재 등 미국의 일방적 압박정책이었다”며 미국의 대북 강경정책을 비판한 것이 주요 내용이다.

Now is the time to negotiate the abandonment of the nuclear weapons in Northeast Asia!

The KJA expresses deep regrets about North Korea's announcement of its nuclear test. North Korea is largely responsible for heightening military tension not only on the Korean Peninsula and Northeast Asia but also worldwide.

But the main reason for North Korea's nuclear test is the U.S. unilateral pressure on the North with financial sanctions and its downright ignorance of peace-loving and conscientious world leaders' plea for direct talks with North Korea.

As we stated clearly many times before, we are adamantly opposed to any kind of military action to resolve the nuclear crisis on the Korean Peninsula. No nation or government should take action to stimulate or invite military action on the Korean Peninsula. Only dialogue and negotiation can be the solution.

North Korea's test is a clear statement that it has become a nuclear state. Now, not only the U.S and North Korea, but also China, Russia and a potentially nuclear Japan should immediately engage in talks to denuclearize Northeast Asia.

The denuclearization of the Korean Peninsula alone would not dissipate fears about nuclear war because the peninsula is surrounded by the wood of nuclear weapons. At least, Northeast Asia should become a nuclear-free zone and this will lead to the ultimate elimination of nuclear weapons around the world and contribute to establishing a lasting peace for humankind.

 DECLARATION de l'Association des Journalistes Coréenne

- C'est de maintenant que l'on doit négocier l'abandon de l'arme nucléaire -

L'Association des Journalistes Coréenne exprime son grand regret que la Corée du Nord a procédé à un essai nucléaire. Cet acte provoque de l'inquiètude de la plupart des pays, bien sûr de la Péninsule coréenne et de l'Extrème Orient. La Corée du Nord a évidemment la grande résponsabilité. 

Malgré cela, la cause majeure de l'essai est la politique américaine unilatérale de pression et négligence, y compris des sanctions financières vis-à-vis la Corée du Nord. En effet, jusqu'avant de ces nouvelles, tout le monde qui aime la paix exigeait la dialogue bilatérale entre la Corée du Nord et les Etats-Unis. Mais le gouvernement américain du Président George Bush l'a ignoré cohéremment.

Comme nous insistions plusieurs fois, nous sommes fermement contre aucune réaction en caractère militaire n'importe quoi pour résoudre ce problème nucléaire. Aucun pays ni aucun gouvernement ne devrait se comporter de telle façon que se provoquerait un acte militaire à la Péninsule coréenne. La seule mesure de solution est de dialoguer et négocier.

Les péninsulaires ne pourraient pas se sauver de l'horreur de la guerre nucléaire seulement avec un désarmement régional, parce que cette péninsule est entourée par un forêt de l'arme nucléaire. Donc, il est nécéssaire qu'au moins l'Extrème Orient devienne une région non-nucléaire. Continuellement, ça devrait aller jusqu'à la fin de l'arme nucléaire au monde entier en contribuant à la paix perpétuelle.
