국제기자연맹(IFJ)이 현재 헌법재판소에 계류 중인 신문법에 대한 지지 의사를 표명했다.

IFJ 아시아,태평양 사무국은 15일 한국기자협회(회장 정일용)에 ‘IFJ는 한국의 신문법을 지지한다’는 서한을 보내고 “IFJ는 한국의 신문법에 전적인 찬성을 표명하고 언론자유의 발전을 요구한다”고 밝혔다.

이번 IFJ의 지지 표명은 한국기자협회가 12일과 15일 두 차례 인터넷 e메일로 지지 여부를 알려달라는 요청에 따른 것이다.

IFJ는 이번 서한에서 신문법이 한국에서 독과점인 신문의 힘을 제한함으로써 여론의 다양성과 언론자유를 보장한다는 확고한 믿음에서 제정된 것이라는 기자협회의 의견에 전폭적인 지지를 보냈다.

IFJ의 크리스토퍼 워렌 회장은 “IFJ는 신문법을 보호하는데 있어 한국기자협회를 지지하며, 다양한 여론 시장은 언론자유의 발전에 결정적이고 민주주의에 없어서는 안 될 중요한 구성요소라는 것을 강조한다”고 말했다.

그는 신문법이 독립적이고 편파적이지 않는 방법을 통해 정보를 제공할 수 있는 토대가 된다는 면에서 필요한 것이라고 덧붙였다.

IFJ는 “신문법은 세 신문사가 시장의 60%이상, 한 개의 신문사가 시장의 30%이상 점유하지 못하도록 명문화함으로써 독과점이 팽배한 한국의 현 상황을 전환하려는 것”이라며 “헌법재판소가 신문법을 보호하고, 다양하고 자유로우며 역동적인 언론 발전을 장려할 것”을 요구했다.

IFJ는 언론자유와 전 세계 기자들의 권익을 옹호하기 위해 순수한 일선 기자만으로 구성된 국제기구로 현재 1백10여 국가의 50만 명 이상의 기자가 회원으로 활동하고 있다. 기자협회는 지난 1966년 정회원으로 가입했다.

IFJ supports the Korean Act of Newspapers

The International Federation of Journalists (IFJ) today voiced its full support for Korea's Act of Newspaper, and calls for the development of free speech.

According to IFJ affiliate Journalists Association of Korea (JAK), the Act of Newspapers, which has been in effect since July 27, 2005, was legislated in the firm belief it would help to ensure the diversity of public views and freedom of speech, by limiting the power of the monopolistic newspapers in Korea.

The JAK argues that despite wide criticism from opposing conservative forces, the Act is constitutional and acknowledges the need for diversity within the media market.

"The IFJ supports the JAK in their defence of the Act of Newspapers and stresses that a diverse media market is crucial to the development of free speech and integral to any functioning democracy," IFJ president Christopher Warren said.

The JAK argue a landscape of monopoly and oligopoly has prevailed in the Korean media market for more than two decades, and at present 75 per cent of the Korean newspaper market is controlled by the "big three" newspapers.

The new Act aims to reverse this situation by stipulating that the three top newspapers cannot control more than a combined 60 per cent of the market, and a single newspaper cannot have more than 30 per cent of the market share.

"The new Act of Newspapers is strongly needed if the people of Korea are to receive information reported in an independent and unbiased manner, " said Warren.

The IFJ calls upon the Constitutional Court to protect the Act and foster the development of a diverse, free and dynamic media in Korea.
